Could you post one of your tracks as an example of one that is too quiet? Maybe we can have a look and see what would be the best way to solve it.

I hate to say this, but the issue is your mastering. You probably have frequency bands that are too quiet, and you probably have a large dynamic range on the track. Dynamic range is the difference between the quietest parts of the track, compared with the loudest. When you have too much dynamic range, it can make the track seem quiet. This is because the average of the waveform comes down.
If you over compress, your track can sound flat and lacking emotion. USE COMPRESSORS, DON"T OVERUSE THEM.
Do not exceed 0db on the master. It's not going to make your track louder. It's just going to make it more distorted.
The plugin "Multi-band compressor" is really good for squeezing a higher average out of your sounds (which will make it sound louder).

I too was having this problem, so did the following to resolve the issue, I don't know which step solved it out of these two, but it now exports at the same volume and the Vocals are not normalised.
- In Arrangement View, Master, Set the Track Volume to 0 (min was set to minus -20)

Ignore the red just turn tracks up as loud as you want them ignor the red….burn it… listen it’s actually exactly what you wanted. People that talk about never go into the red don’t know what they talking about!

1. Genre
2. Sounds used
3. Arrangement
4. Frequency distribution
5. Balance of each individual track
6. Use of volume automation for each track..
7. Compression/Limiting
8. Controlled use of distortion/saturation
9. Mastering
10. Mixing
Each one is a topic in itself. And while Compression/Limiting isn't always the answer, sometimes it is and it is highly dependent on genre and the use of those tools is an art that can take years to get right.
My suggestion is to budget for either a good engineer to mix your song and one to master.
A good Mastering Engineer will offer some criticism of the mix to suggest what can be improved in the mix.
Also a good loudness meter can help as it helps to understand peak levels, lufs levels, rms levels etc.
Getting loud tracks is easy. Getting great sounding loud tracks can be very tricky.
