Is the Surround Panner device included with M4L + Ableton Live Standard?

Hi all,

I currently have Live Standard, but would need to use a few M4L devices - especially the Surround Panner.
On the Ableton website (https://www.ableton.com/en/packs/surround-panner/), it's described as a "free Max for Live device" [...] "included with Live 12 Suite."
Will I be able to use/download it if get to M4L add-on for Live Standard?
Or do I absolutely need to upgrade for Live Suite? I would ideally avoid that, since I've doing great with Live Standard until now.

It is included with Standard+M4L, but getting Suite is way better value per $ than buying only M4L.

And buying M4L does NOT lower the price of the Suite upgrade later.
