Check your power profile settings and ensure in bios and windows you have your cpu running max and not low power mode or power saving. There are loads of tweaks and knowing the model of i7 would help since I have 6 computers with i7 processors but some are 6 years old now and not very capable.

I do not believe it is possible at all. What you want is a "global" tempo but individual tempo on each track? That simply would not work.

What you can do is create different sized patterns and make your content not grid locked but you would have to work out your own way of timing things in that way.

WHat VST? What OS? What version of Live? If it's a case of the VST window is not showing, you need to reopen the VST window when you load a project. The device that you load the VST into on the track has a little spanner that opens the plugin window. As for not producing sound, could be many things.
