Looper is disappointingly basic. I particularly wish it would let you extract all recorded layers individually rather than just everything up to the last undo. But then most of Live's native devices are pretty rudimentary. There's always third party plugins like Mobius for more adventurous stuff but...

Pitch shifting is a good shout, both using stretching algorithms and just halving or doubling the play speed (and thus doubling or halving the loop length). There's a stripped down version of Amplitube 3 that's free. You get only a couple of amps but the sound quality is the same. Worth trying out.

Apogee Jam and Amplitube 3 Free would give you a pretty cheap and quite nice guitar recording setup. You'll definitely need a dedicated interface, and don't go for a dirt cheap one like a Behringer or something because it'll sound bad, be unreliable and generally make you stressed out (poison to any...

Here's one idea that comes to mind: Create a track with a series of MIDI clips, each containing a MIDI note, route the MIDI to the plugin and map the functions to the MIDI notes. I've only used it on OSX. Just copied it into the Components folder and it worked fine. Can't imagine it's that different on Windows. Trying 64 bit Live is probably a good shout.

Just tried it out. Works much better than any realtime software audio to midi I've ever tried (and I've tried as many as I could find). Whether it works as well as the Fishman device I don't know. My 15" retina MBP struggles with games but the graphics demands of Live aren't that great. I doubt you'll have any problems there. It eats all my sets for breakfast.

The Rocksmith cable probably isn't of the highest quality. There's a good chance that's contributing some noise. But then again, guitars are always a bit noisy. A noise gate should help. The Gate in Live 9 goes below -40. This is useful as a noise gate when the noise floor is lower than -40 but still audible.
