I have the exact same situation happening in Live 10 Suite as a keys player but using the Push 2 instead of foot pedals. Did Ableton ever provide a resolution or workaround? Its a very weird bug and I have no idea why other DAWs on windows dont exhibit it and Life does. In your tests, did you find whether Live is affecting the MIDI going out? Or does the issue seem to somehow happen in interplay with the MIDI in the Windows OS and some events are dropped at that stage?...

Do you think that MacBook beats the Dell I linked? No, they are likely very similar, but as I said I'm not familiar with Dell build quality and can't judge their hardware. You'd have to compare the CPUs in more performance detail. I don't think the 16gb of extra RAM in the Dell makes a big differen...
