I think this has to do with the Global Launch settings at the top of the screen. If it say "1 bar" or "2 bars" (something) then it will flash and start at the next bar (or 2) start. I set mine to none or zero (sorry I'm not looking at it right now).

I read earlier or maybe somewhere else, that you need to upgrade either the eprom chip or firmware to get the pedals to act like stomp boxes, On/Off. Otherwise, it's just On and you have to do something like I did, program one pedal for no effects and use that to "turn off" the effects.

I can only answer one part of this. You can Insert Time Signature Changes in the Arrangement view (up at the top where the numbers are, click Create) but to change in Session, I'm not sure. You can make a new clip a different time signature but I don't know if that affects the overall time; haven't ...
