There's a free VST called Voxengo Span that is amazing. I find it better than Live's built in spectrum. It can do exactly what you want it to. For the next project find a way to record with less noise? Are you using a high quality audio interface? microphone? pre-amp? If you have good equipment in a quiet room, it should be easy to work around without the noise being noticeable.

If you run a stability test program (google prime 95) does it find errors? If it does than it's your hardware. If not, then you'll know it's a software problem. Do you have anything more to narrow down your issue? When does it happen specifically?
