In general I just don't double, it's a rock thing that I just don't go in for anymore. Personal preference. Most audio interfaces come with their own ASIO drivers, and if it's a good interface, those drivers will be more flexible, with lower latency, than using ASIO4ALL. I get around 3 or 4 ms latency at 24 bits with my EMU Tracker USB, which cost me all of $150. It doesn't have midi in/out, but is otherwise a very dependable and great sounding device. Great for playing keys in real time or guitar through vst effects.

New releases mean revenue for Ableton. How else are they going to continue getting press and making money? We'll see version 9 a lot sooner than some folks think.

I use an EMU Tracker USB (2.0) on Win XP and get great latency with keyboards and live guitar w/fx. For $150 it might not be a bad option while you save up for the RME. Horsepower is so cheap these days, you don't really need to do much research. Go to Best Buy and grap an i5 or i7 machine in your price range and hit the ground running.
