Live's Velocity MIDI effect is a velocity compressor, so you can drop that onto any incoming MIDI and limit the velocity range to whatever you need.

According to the latest release notes from Tascam, it's a miracle the control surface works at all. They stopped updating drivers back on Windows Vista. I'm afraid you may be out of luck. Sorry.

Uninstall the Realtek drivers, then go into bios and disable the motherboard soundcard. Sounds like Windows is mucking things up because it can't make up its mind which audio device and drivers it should use.
