Yeah it looks like arrangement view always defaults to adaptive grid for new midi clips.

However it looks like if you hit Cmd+5 / Ctrl+5 after creating a clip in arrangement view it will switch to 16th fixed grid, which for me is at least better than right clicking and trying to choose it out of ...

you can do this in ableton by pressing the note and then the right arrow key

create a new midi clip, and turn on "MIDI Editor Preview" button.

Then you can hold a note down on your midi keyboard and use left and right on your computer keyboard to change the length.

paste time, delete time and duplicate time work independently of clip selections.
they affect everything in the whole arrangement from top to bottom regardless of which clip is select.

To copy time, you have to manually select the whole arrangement from top to bottom.
