Yeah it looks like arrangement view always defaults to adaptive grid for new midi clips. However it looks like if you hit Cmd+5 / Ctrl+5 after creating a clip in arrangement view it will switch to 16th fixed grid, which for me is at least better than right clicking and trying to choose it out of the...

paste time, delete time and duplicate time work independently of clip selections. they affect everything in the whole arrangement from top to bottom regardless of which clip is select.
