I came across this issue too. Weirdly enough for some tracks it works as it is supposed to (i.e. the same way as if I clicked on the solo button with a mouse) and for other tracks it acts as you described. It seems like a bug.

Mixing in Live would be much better experience if faders had unity like in most other respected DAWs. Currently it is set at the top of the meter which significantly limits the actual useable throw of the fader and reduces its precision during mixing. Consequently it also gives us only 6 dB of gain...
