14 years after this post was made, and before seeing it I just tried to lower the BPM in Live 11, to 10 BPM, and 1BPM and couldn't.
I then searched why you cannot lower BPM past 20 and saw this post, and must say its incredibly sad that after all this time the ability never came into reality ...
