Deactivated notes become activated by design? That doesn't make even a little bit of sense. It's November 2021, still no fix, and really it can only be thought of as something that needs to be fixed. Here's what the manual says:

I came to this thread because cmd z was not undoing my last steps. I read here that some M4L devices were causing the problem so I turned off the M4L skinnerbox I had on a muted track (I had already rendered it to audio on another track). Problem solved. The skinnerbox was doing what it was designed ...
