Solved - apparently it's a corrupt database file. Can be corrected by deleting. Follow these instructions:

Anyone else have an installation bug whereby the new audio effect devices (Delay, Channel EQ) are installed but do not appear in the browser?

They don't appear in my browser. I can "upgrade" a version of PingPong Delay to Delay, but cannot load Delay from Audio Effects, or locate the new Channel EQ ...
