You can do this using duplicate or cut time. Why no copy time, I can't say. But if you need to paste somewhere else, cut then paste it right back so you don't lose it, then put the insert marker where you want to put the copied time, then paste again. AFAIU it’s not time-bound, but based on the clip. maybe try select all and then set everything to the desired scale? not sure how (or if) that works when audio clips are selected, but maybe an option.
