The default User Library location:
Windows: \Users\[username]\Documents\Ableton\User Library
Mac: Macintosh HD/Users/[username]/Music/Ableton/User Library

I don't know what are you doing. You can look at the log files for script errors.

In Ableton Live, you can specify your own VST folder in addition to the system folder. If this folder is on your external hard drive and you take this drive into the studio, it should work.
