On the Push 3 Standalone, 2.0 beta, using Shift + the metronome button brings up the launch quantize settings - yay! (I haven't rolled back to see if this is present in older versions, nor do I know if it works in Controller mode, but I'd bet at least that much is true!)

I haven't been able to track the Global Launch Quantize down, at least in Push 3 Standalone; I'm on beta 1.1.20b7 (associated Ableton: 11.3.20b7). I've tried using Shift in combination with lots of things, as well as holding Quantize, combining it with other buttons (like the Scene mode), etc. No lu...

Does this issue persist if you *don't* have the Device parameters view up on the top display? (Such as if you're in Clip view?) If you don't have the issue then, maybe you have an encoder (knob) that's a bit touchy, and is adjusting the pitch parameter? You might want to just spend some time spinnin...
