You might have to change the Takeover Mode settings in Preferences / Link MIDI Tempo / MIDI

Do you use other MIDI controllers at the same time ? Or Control Surfaces ? Which exact MIDI indicator keeps flashing ? Please send us some screenshots of your Preferences / Link Tempo MIDI settings and your Mapping Browser (the MIDI Mappings list). Thx

Ok. One more question : do you have a Control Surface connected to your Ableton ? Or any other midi controller ?

And also if "the tempo is automated". So you could simply add a single BPM automation point to solve your problem. Thus, BPM won't be "recalculated" even when Live's transport is not running.

You should have a look here : 17.10 Capturing MIDI in the Ableton Manual.

If Live’s transport is running, new BPM won't be detected.
