Right now, I'm using the default Microsoft GM synth as an instrument, so there is something in place.
But apparently that synth doesn't count. When I loaded one of Live's loaded instruments, the volume button popped up. I wouldn't have guessed that.

One thing I forgot to mention is that I cured a similar problem with Tidal last year. After launching Tidal, no other application on my machine could produce audio output until I rebooted. I solved the problem by setting Tidal to NOT take exclusive control of my audio interface.
