I also have the APC Key 25 mini, and was having the same problem. I discovered that you have to be very careful with the MIDI settings in Ableton in order for the manual MIDI mapping to work as expected. Specifically, you must enable (check) the Remote column for "In: APC_Key_24_mk2 Input"...
