I too was having this problem, so did the following to resolve the issue, I don't know which step solved it out of these two, but it now exports at the same volume and the Vocals are not normalised.

In Arrangement View, Master, Set the Track Volume to 0 (min was set to minus -20)
reset Live ...

So you are all telling me that 'Open last set' isn't even an option, this is madness, I guess I'll have to save my current set as the DefaultLiveSet every time.
