I can reproduce it in the following way:
In Session View, drag an instrument or MIDI effect (native, Max, or plugin) over an audio, return, or master track and drop it in an empty space (so a new track is created).
The message will disappear and not reappear if you hover over a MIDI track before ...

This may be a dumb question but here goes....

Does having lots plugins affect the performance of my machine/project even if they aren't in use?

I have a lot of plugins I have accumulated that don't get used, wondering should I move them out of the plugin folders to a separate "archive" or ...

Actually this issue would be solved if there was a checkbox in settings like "Resume play / Play from start" that would affect spacebar and push play button. I press Shift + Spacebar more often than Spacebar. It is also would be a great feature to have an option in context menu to place start of ...
