Yes, indeed. The display in the EQ8 does not appear to be technically correct. The reference does not describe the spectrum display exactly.
It could be that the frequency response in EQ8 is displayed in dB(A) and in Spectrum in dB(C). But that would not explain the big difference.

How did you create the white noise?
The white noise that you can generate in Live produces a crooked curve in the spectrum analyzer (blank, without filter).
You need a technically reasonably clean white noise with the same level over the entire frequency range.

The unit dB only indicates a ratio between 2 values. However, this ratio is (decadic) logarithmic.
1 Bel (B) = 10 dB
Value 1² / value 2² = log(value in Bel)
e.g:

Yes, audio interfaces are a very tricky business. I think most people just buy one and are lucky or don't realize they're unlucky.
The quality has to be right and driver support is even more important, otherwise you just have a worthless, and even worse, frustrating piece of junk.
