I figured it out:

I noticed I hadn't set a "User Library". The path that was given in the error message contained a typo (for some reason).
As soon as i located the Ableton folder, everything worked out

For my kickdrums, i tend to make a long long recording of kicks. in session view it is as followed :
kick 1 on Beat 1
Kick 2 on Beat 9 (with fX 1 on it)
Kick 3 on Beat 17 (with FX 2)

i think i found it, although its far more annoying to do than before

step 1: Select a part in the stem, loop it, and then while playing drag "loopselectionbar" forward with your mouse so that the "play"(howtocallit) moves forward in time into your next selected loop bar. now you can move Left ...

& the wierdest part of all is, it now just worked is i intended.

While a loop was playing, I was able to move forward in the project, without ableting moving the actual sample that i was on, after Ctrl X & V'ing to slice that small part in total recording, after this slicing, i was able to ...

And whats the name of this feature? Cuz i dont even know what to call "this" problem

I've gone through settings > look & feel, but nothing sticks out as potentially that.
Have tried disabling stuff but its not that...

So if you could be bit more precise as to what this is called or where to find ...

The option to Disable a VST (like when you start with holding option) would serve a great purpose in mix template.
