My experiments have lead me to the conclusion that Ableton will play a single CC only once IF AND ONLY IF it is at the start of a clip.

I've discovered that whenever I put a CC message at the start of a clip, it will be played once. If I put it a bit later in the clip, it will be played twice. After entering ONE midi CC message, when replaying the data in my midi monitor I always see 2 CC messages with the same value.
E.g. I entered a midi cc message nr 51 with a value 109. I see only one small circle in the Envelopes window in Live. On my midi monitor I then see:
