Clips don't have to start on 1. Clip Start and End Markers are independent of the Loop Markers. MIDI Clips and Warped Audio Clips can have negative values for the Start Markers (just type -1 or -2) . I've been doing this via duplicate track, but typically this is after I've recorded something, so I then have to go in and delete the content.

So if there isn't a way to do this, I guess the best way to do this is always have a blank track set up the way I want and make copies of it.
