I'm a bit late to the party, but if you're on Windows you can try Aural Probe - I made it, it's free and has resonated quite well with a lot of people since I first released it in 2005 or something crazy like that.

Sorry, there are no rules to guide you - it's 100% dependent on the source material. The best advice I can give - tweak the values until it sounds good to your ears. Click + hold with the mouse on a parameter, then close your eyes/look away from the screen while you tweak.
