1. Is There a way to modify the jog wheel behavior?
I need to use my jog to jump in increments smaller then 4 bars while stopped and 16 bars while playing the arrangement.

Clicks and cplips You are hearing are probably caused by to short latency setting. Just set higher value for buffer/altency and you will be fine.
