I own the 18i6 too. I am not sure what's wrong... I can set it too 2ms without problems, but my (reported) latency by live is still ~12ms. That's a bit strange when I set it at 2ms... If someone can clear things up for us?

did you try to disable the wlan net work card? That sometimes does strange things to audio too. And the obvious thing to try is to increase the audio card buffer size: try a higher value. To exclude general problems of your hardware, try a different host/sequencer and load some samples and effects/...
