Assuming you just want to move the time signatures, Insert Silence should do the trick. Something cool I just discovered (not sure if it works prior to 10) is you can select measures in the master track and then use arrow keys to move corresponding time signatures and locators... freaking slick IMO!...

Yes, when you rename the scene include the time signature on the label
Example:
120bpm 4/4 Intro
133bpm 6/8 Bridge
111bpm 5/4 Outro

I've been using Perforce successfully for over 4 years.
I'm able to manage binary (wav and aiff) and session files, presets all pretty seamlessly.

I'm pretty sure sampler defaults with LFO initiated along with the filter.... sounds like your best bet is to set up a default template for sampler. Refer to the reference manual on how to do this.
