I had messed around with the audio latency/compensation setting without effect.
I went through the tutorial step by step this a.m. Got the driver error compensation at 23 ms based on the offset of audio wave which was triggered by a midi track.
Once I compared the new audio wave with the old one ...

I'm not sure it is just with resampling. I just got a mopho, so now I am not using softsynths exclusively. My audio recordings are all delayed a few ticks. AND it isn't completely uniform track to track. Next to impossible to lay a bunch of audio tracks and then use a Live drumkit. Can't get tight ...

I have finally hooked up an external synth to my macbook pro/duet/live 7 setup and am getting audio clicks. The same set up in Logic has clean audio. In live it clicks and makes the external audio unusable. I have tried different soundcard parameters, different audio cables, etc. Again it works ...

About these CPU spikes
I can deal (reluctantly) with the digital distortion when these random spikes occur. But what's pissing me off is that after a disk/cpu surge my Midi timing is shit. Each note is delayed badly enough to be unplayable.
