I have exactly the same issue, after waiting for 10 minutes or more at 98% I just cancelled the thing and to be sure restart live and the pack is there, happning with packs that are for older and newer versions of Live

It has been upgraded and has some pretty good new features, check it out

Push Session + User Mode 1 + User Mode 2 + Mixer + Down Arrow and there you are... Fireworks...

Don't know how to get back from it

I ouwl like to kow what was exactly your problem because it worked fine for me
