I like Audacity for slicing up/normalizing WAVs for impulse kits.
Seems to do a great job there, although I would have to agree on the difficulty of zooming (Live's zooming interface has me spoiled).

When you are mixing time signatures, I think the only way to get your clips fired in session view is to set global quantize to 1 beat instead of a whole bar. You can assign follow actions or use arrangement of course, but that's a different ball of wax.

Cheaper way to go might be finding a secondhand minidisc recorder on ebay, but you have to make sure that it accepts a mic or line input. Digital voice recorders (like business dictation recorders) are very poor quality sound even though they are cheaper. Flash-memory based field recorders are still...

Yeah, just use the MIDI effect called "pitch".
If you want to do that with audio, you can use a plugin from tobybear called "madshifta".
