No. Not necessarily roll of everything below 100hz, Just the kicks fundamental should be roughly 100hz as opposed to say trance where its much lower and subbier 60-80hz.

As I understand it, the general rule of thumb is to EQ after compression. Then logically I would put reverb then delay (as opposed to Delay then reverb) but I tend to use Reverb on a separate RETURN channel as opposed to inside an effects chain just as a personal preference.
