Just wondering, is this only an issue with sending midi in/out of live to external instruments? You're not having these timing issues within Live itself though, right (like, e.g., normal midi clip drum rack triggering)?

You could try setting the Scale X to "ST" on Spectrum. This changes the display to show musical pitch instead of frequency.
