A transposed sequence is different from an arpeggio

Let's start with an easy one. In the MIDI editor, I want to be able to select a note and "split" in two where I want.

That is called "Scissor" in Logic. The opposite operation is called "Glue" and is pretty useful too...

Glide - Swing

I am not a specialist of these two techniques.

I think Glide would be possible as you have control of gate time and you can make any pitch adjustment you want into the "Clip Envelope".

I think Swing would not work if you do reset the arp after each note.

You CAN do that with live arpeggiator.

If I get right what you want, you can achieve this with Live Arpeggiator. It looks different to what you had in mind but is fully functional, quite elegant and very powerful.
