Have you tried installing the vc_redist package manually?
To do this go to the Live install folder, look for the folder Redist and double click on the file vcredist_x86.
You'll probably have to reboot after that.

In L8 the time selection you made gets duplicated. This means if you are on a 1/8th note grid and select only a 16th note, then press ctrl+d it will paste the new note directly after the old one. I was able to reproduce the overdrive, but I didn't have to restart Live afterwards. Just disabling the vocoder OR turning "formants" back up did the trick for me.
