Is this a change in Live 8, or a bug? Windows OS, note view in Piano Roll (admiring the new note naming!) and selecting a note or group of notes and holding CTRL to drag a copy no longer seems to work.

Absolutely... Ableton would nail it too. Vocoding is a simple principle but harder to do well, due to the many nuances and desires of vocoder outcomes. Theres always something to be said about utilising different interfaces and equipment to acheive different results by virtue of control nuances.
