I did file a bug report with Ableton and got a nice support reply back saying that there is indeed a regression in Live 9.6 that causes problems with the "blue hand" correctly following your focused device. They said it's "high on our priority list of things to fix."

Are there any known bugs about the blue hand... not consistently following device selection?
It's easily reproduced and there doesn't seem to be a lot of rhyme or reason to the behavior I'm seeing. This is Live 9.6, OS X 64-bit on El Capitan.
