Another lush track.... listening again I don't think that this a held sustain loop on a siren sample (which is quite easy to set up on sampler... move loop brackets into middle of sample - change loop mode to back-forth (arrows pointing both ways)). For a quick cutting effect, use Autopan. Set the Phase knob to zero, and use the appropriate time settings. I'm a fan of the saw one, If you crank up the shape it becomes more of a square. If you want it on the offbeat, you hit the Normal/Reverse button. The other option is Dummy Clips :) With that...

Hey! if just holding the sample is where you're at you could probably put a back and forth loop somewhere in the middle of the siren and just hold it there. I don't know for sure if this will get you in the right direction, I am having trouble pinpointing the exact effects you want. One thing you can try is manipulating the clip warping features.
