Native Instruments Komplete Audio 6 (KA6) seems to be a highly regarded choice in that price range. I've been on same EMu 1212M PCI interface for years but checked around for USB interfaces a lot lately. Have you tried on board sound card with ASIO4All? Might work for your needs if just playing soft...

Are your hi-fi speakers wired with the correct polarity? Is there a lot of stereo "spread" effect on the bass synth? You might try drop the low freqs from the sides with mid-side EQ on that track. Might even try to extend the cut to the mid freqs in the side channel. If that leaves the bass sounding...
