Make sure your vsts are in a dedicated plugin folder (either system or custom). Go to Live > Preferences > File Folder and at the bottom select whether you are using the plugin system folder or a custom folder. Then hit the rescan plugins. Your vsts should appear in your vst folder. Hope this helps.

If you move the velocity sticks per note in the midi editor, you might lose the tone you like that is only triggered by the higher velocity. I'd stick with the OS you know. And if dropping $3000 is an option, go with a certified refurbished MBP for $2000 and spend the other $1000 on software or hardware.
