HQ has no effect on recorded audio.

HQ mode effects which Sample Rate Conversion algorithm Ableton uses if it is PLAYING a clip which has a different Sample Rate to that of the current Session.

Check which soundcard driver you are using? In Live head to: Options -> Preferences -> ... Driver Type With the amount latency you've described is sounds as though you are using a Windows MME driver which is not ideal. Inspect which options are available to you using the Drive Type drop down list .....
