there are many possible reasons for sticking with 9 - certain plugins, particular hardware drivers might not have been updated etc.
but in terms of Live itself, there's not much to choose between OS 9 and Panther in terms of performance.

In theory, just pushing the CPU usage shouldn't make anything crash.
More likely, is that the plugins themselves are unstable and causing crashes.
Changing hardware isn't going to change your software stability. Though, on the G5 you'll be using OS X 10.3 which will make a difference.

It's up to Ableton to add the feature of being able to disable unused inputs/outputs. You'll find this subject mentioned in previous threads on this forum e.g.

slightly OT, but have you seen the reports that by the time of Mac OS X 10.4 it could be binary-compatible with Linux, i.e. apps built for PowerPC Linux will just work under OS X, or at most need a simple re-compile.
No help if you're using Linux on Intel, I know, but kinda interesting.
