I don't believe that you're routing MIDI when you have an instrument rack in a MIDI track. What you're doing is telling Live which plug-ins (External Instrument) is being addressed. The track contains the midi device. It is not itself a midi device. Therefore, it does not have a set of CC values to control.

It's limited to the clip envelope in that track.
