I don't appear to be having the same issue, if I'm understanding the problem correctly. If a clip is playing and I delete or add a note before the playhead reaches it, it'll follow whatever I did. Sorry I couldn't be a better help!

The envelope parameter adjusts how much the filter will follow the ADSR curve. If the envelope parameter is at 0%, but you have a low-pass filter engaged at 500 Hz, that's all it will - a static filter that cuts above 500 Hz. EDIT: The link above is more about extracting grooves from audio. To get swing in Live, you'd utilize the Groove Pool. They have a bunch of Logic inspired grooves available.
