At the risk of repeating myself from another thread.....

MIDI note 60 is either C3 or C4 depending on whether the MIDI device in question follows the Yamaha or Roland note-naming convention, both of which go back to the very earliest days of MIDI.

I've been using the JBL M-Patch 2 for a few years, I like it. It's passive but needs power for the headphone out. JBL give full audio specifications for the Nano Patch. Which are pretty simple because all it does is passively reduce the volume of the audio going through it. Just had an idea that might work.... If you can hold the wheel in a position where it isn’t sending data then you could try firmly taping it down in that spot so it can’t move. Not ideal of course because you’d lose the use of pitch bend.... Looking back, most of the times I’ve replaced a controller...

It’s because many years ago, when MIDI was invented, Roland decided to call note 60 (middle C) C4 and Yamaha decided to call it C3.
