It cant be meant to be that way. Without hearing the original audio it could happen due to the MP3 algorithm itself and the encoding methods applied to the original signal. But the clipping... can that be fixed anyhow? It's really only in the beginning of the song for about a minute (the song all together is about 8 mins). There are a few 'declipper' plugs but don't know if any are available for free - you could use something like iZotope's RX, some of the Waves plugs...
