Since the Live API was originally designed to interface with control surfaces rather than a complete way to access everything having to do with Live, perhaps it would be instructive to meditate on it from that point of view. Why might those things be different from the point of view of a controller?...

Um... as the name of the object pretty clearly indicates, it's created to handle monophonic synths. Why would you expect it to work with polyphony? It's a completely different case.
